In a foreward to the report, Chairperson Senator Catherine Noone said the committee wants to see the modernisation of healthcare in this country, by placing women at the centre of it.
Members of the committee who are in favour of the retention of the Eighth Amendment will issue their own recommendations later today.
It is three months to the day since the committee sat for the first time in public session to consider recommendations from the Citizens Assembly on Article 40.3.3.
Members considered the constitutional, legal and medical grounds for abortion in Ireland and today's report echoes the votes taken by TDs and Senators last week when the majority voted in favour of repealing the Eighth Amendment and to allow terminations up to 12 weeks of pregnancy.
Ms Noone comments that many committee members travelled a journey over the past three months and that the evidence provided to them helped them come to a position, which she says shows the value of the committee's work.
Three members of the committee who are in favour of retaining the Eighth Amendment have already confirmed that they will not be putting their names to the final report.
Senator Rónán Mullen, Deputy Mattie McGrath and Deputy Peter Fitzpatrick will launch their own recommendations later today.
