College Green will reopen to private cars to allow access to the west of Dublin city during the quays closure, which will take place from next Friday 4 August, reopening on the morning of 12 August.
North/south routes over O'Connell Bridge will remain open but westbound traffic will be diverted through D'Olier Street and College Green.
On the north quays there will be restrictions on Bachelor's Walk and Ormond Quay upper, but east/west access will be maintained.
Part of Aston Quay and Burgh Quay nearest to the junction with O'Connell Bridge will be completely closed.
Luas Cross City says that the works on the south quays are to carry out "full depth road reconstruction" to replace temporary road surfaces in place during construction works.
These restrictions are separate to permanent changes being introduced by Dublin City Council immediately afterwards.
These will include the introduction of an extra bus lane on Bachelor's Walk and a ban on private cars turning right onto O'Connell Bridge.
The city council decided against banning private cars on Eden Quay after complaints from local businesses.
